Introduite en janvier 1966, la GP38 était une machine sans turbocompresseur, d'allure proche de la GP35 mais plus longue, avec deux ventilateurs de radiateur, des cheminées d'échappement jumelées, une nouvelle grille de radiateur, un longeron plus droit et un réservoir redessiné. Sous le capot, un moteur 16-645 et une génératrice à courant continu D32 (remplacée en 1971 par un alternateur AR10, donnant la GP38AC, extérieurement identique). Conçue pour le service léger et les voies peu propices aux trains rapides, elle séduisit nombre de chemins de fer d'intérêt local et d'industriels, sans oublier les grands réseaux pour leurs embranchements. Cette collection en capture toute la richesse : versions nez bas et nez haut, avec ou sans freins dynamiques, filtres à air à bain d'huile ou à papier, variations de flancs de bogies, d'emplacement du pupitre et d'innombrables détails propres au réseau (feux, klaxons, climatiseurs, cheminées...).
